Supreme Court Rules on Tamil Nadu Medical Seat Reservations in N. Karthikeyan Case

The Supreme Court of India, in its judgment dated March 22, 2022, ruled on the case of Dr. N. Karthikeyan & Others vs The State of Tamil Nadu & Others. The case involved multiple writ petitions and civil appeals concerning medical seat reservations in Tamil Nadu.

The petitioners challenged the state’s reservation policies for medical admissions and sought continuation of interim protection granted for the academic year 2020-2021. The Supreme Court ultimately rejected their plea and upheld Tamil Nadu’s reservation policy for the academic year 2021-2022.

Background of the Case

The case arose from a challenge to Tamil Nadu’s reservation policy in medical admissions. The petitioners argued that the policy disadvantaged certain categories of students and sought relief through interim protection for their admissions.

The Supreme Court had earlier granted interim protection for the academic year 2020-2021 through an order dated November 27, 2020. However, the petitioners sought an extension of this relief for the academic year 2021-2022 as well.

Petitioner’s Arguments (Dr. N. Karthikeyan & Others)

The petitioners contended:

  • The reservation policy was not applied fairly and equitably.
  • The continuation of interim protection was necessary to ensure fairness in medical admissions.
  • The policy should be reconsidered in light of its impact on students from different categories.

Respondent’s Arguments (State of Tamil Nadu & Others)

The respondents, including the State of Tamil Nadu, countered:

  • The reservation policy was in line with government orders and constitutional principles.
  • The interim protection was meant for the previous academic year only and should not be extended.
  • The Directorate General of Health Services (DGHS) should conduct counseling as per the policy for 2021-2022.

Supreme Court’s Observations

The Supreme Court, comprising Justices L. Nageswara Rao and B.R. Gavai, ruled:

“We are, therefore, of the view that no case is made out for continuing the interim protection which was granted for the academic year 2020-2021 vide interim order dated 27th November, 2020 (supra) and thus, we reject the prayer in that regard.”

The Court further held:

“Needless to say that DGHS shall conduct the counseling for academic year 2021-2022 in respect of seats of State of Tamil Nadu by taking into consideration the reservation provided by it as per the said G.O.”

Final Verdict

The Supreme Court rejected the petitioners’ request for continued interim protection and upheld Tamil Nadu’s reservation policy for medical admissions.

Implications of the Judgment

The ruling reinforces several key principles:

  • State governments have the authority to implement reservation policies as per their legal frameworks.
  • Interim relief is temporary and cannot be extended indefinitely.
  • The Directorate General of Health Services (DGHS) must conduct medical seat counseling in accordance with state policies.

Conclusion

The Supreme Court’s decision in Dr. N. Karthikeyan vs State of Tamil Nadu establishes that reservation policies set by state governments will be respected and upheld unless there is a clear legal basis for overturning them. This ruling clarifies the scope of interim relief in such cases and ensures that medical seat allocation follows established guidelines.
